The conditions for breeding and slaughtering horses in Uruguay, Argentina and Canada, from which a large part of the horse meat marketed in supermarkets in Europe, are denounced Wednesday in videos broadcast by German, Swiss NGOs and French.
Agonizing horses, foals dead from cold on the ground at a Bouvry-Export company center near Calgary, "the biggest horse slaughterhouse in Canada", are shown in a video relayed in France by the Welfarm Association of protection of farm animals, which castigates in a statement "the true face of horse meat".
The images filmed in January and February 2019, showing animals trembling, sick, lying on frozen ground, were filmed by the Swiss associations Tierschutzbund Zurich and German Animal Welfare Foundation (AWF).
In Uruguay and Argentina, the images show lean animals, or parked in thousands without care in front of slaughterhouses.
The Americas is the world's leading producer of equine meat. Of the approximately 4.8 million equines slaughtered worldwide in 2012, 41% were in North America, 11% in South America, 11% in Central America and only 8% in Europe (24% in Asia, 2% in Oceania and 3% in Africa), according to FAO statistics.
In France, where 10,200 equines were slaughtered in 2017, or 2800 tons carcass equivalent, the consumption of horse meat is very marginal. It represents only 0.2% of the quantities of meat that are bought by households in 2018, according to the statistics of the interprofessional meat Interbev.
Nevertheless, according to Welfarm, in 2018 France imported more than 4,300 tons of horse meat from the three countries mentioned in the NGO survey (Argentina, Uruguay, Canada), and 77% of the horse meat sold in hypermarkets came from that country.
Contacted by AFP, a spokesman for Bouvry-Export said his company was "strictly controlled by the Canadian health inspection agency."

U.S. Senators Bob Menendez (D-N.J.), Lindsey Graham (R-S.C.), Sheldon Whitehouse (D-R.I.), and Susan Collins (R-Maine) today introduced bipartisan legislation to permanently prohibit and make it a federal crime to slaughter horses for human consumption in the United States. The legislation also bans any related interstate or foreign commercial activity, such as the export of horsemeat or the transport of horses to slaughterhouses in other countries.
The gruesome practice of slaughtering horses for food has no place in the United States, and it’s well past time for Congress to say once and for all that horsemeat is not what’s for dinner, said Sen. Menendez. Horses are routinely treated with drugs that are dangerous for human consumption and do not belong in our nation’s food supply. Our bipartisan legislation will help put an end to the cruel and inhumane slaughter of horses while protecting families from toxic horse meat and safeguarding the reputation of the U.S. food industry worldwide.
“Horses hold a special place in our history and culture, and the practice of slaughtering them to satisfy foreign appetites simply does not reflect the admiration we have for these animals,” said Sen. Collins. “In an effort to protect horses, this legislation would deter the transport or purchase of horses for human consumption.”
The Safeguard American Food Exports (SAFE) Act prohibits the knowing sale or transport of equines or equine parts in interstate or foreign commerce for purposes of human consumption. It also makes it a federal crime punishable by up to two years in prison for individuals and slaughterhouses who violate the law.
While the slaughtering of horses for human consumption in the United States is exceedingly rare, data from the National Agricultural Statistics Service at the U.S. Department of Agriculture (USDA) reveals that over 100,000 American horses are exported to Canadian and Mexican slaughterhouses each year.
Sen. Menendez continually leads the effort to ban horsemeat by defunding federally required meat inspections by the U.S. Department of Agriculture (USDA) at slaughterhouses where horses are sent, which effectively prohibits any slaughter plants from killing horses.

Carlos Godoy Nava, manager of the Packers of Carnes de Fresnillo SA de CV, informed that since 2014 they stopped exporting equine meat to the European market, because there were no regulations guaranteeing the origin of the animal, nor about the use of drugs.

He pointed out that it is not about taking care of only the health of Europeans, but that medicines should be controlled for the benefit of all those who consume meat.
In view of this situation, the federal deputy Eduardo Ron Ramos, who is president of the Livestock Commission, together with legislators Mirna Maldonado Tapia, Edith García and María Luisa Veloz Mayor, visited the facilities of the Fresnillo meat packer in order to establish work tables and take them as a solution through initiatives, to help not only this company, but the entire national meat industry.
Ron Ramos mentioned that the Livestock Commission of the Chamber of Deputies aims to give results to these issues, but emphasized that they can not be immediate, since projects and strategic points will hardly be worked on, that is, they will look for the solution so that they can become initiatives that support entrepreneurs.
He explained that the problems to stop exporting nothing have to do with the quality of the product or companies, if not that between the agreements of the governments were not fulfilled the regulations that established in the market of Europe and those that Mexico has, because They did not agree, so they decided to close the doors to Mexico to export horse meat.
The federal deputy president of the Livestock Commission emphasized that, although they barely investigate the real problems that exist in the export of horse meat, as a legislator has two options: establish initiatives and points of agreement, in addition to the management in the matter, so he asked for patience to this sector.

Today U.S. Reps. Vern Buchanan and Jan Schakowsky reintroduced The Safeguard American Food Exports (SAFE) Act, H.R.961, to permanently ban the slaughter of horses for human consumption. The SAFE Act would also prohibit the export of live horses to Mexican and Canadian slaughterhouses to be sold overseas.
“The slaughter of horses for consumption is a barbaric practice that has no place in America,” Buchanan said. “I will continue to lead the effort with Congresswoman Schakowsky to ban domestic horse slaughter and end the export of horses abroad for the same purpose.”
“Horses have a special place in our nation’s history, and these majestic creatures were not raised as food for humans,” Schakowsky said. “The SAFE Act would prohibit any horse slaughter plant from opening; and also end the sale or transport of horses and horse parts in the U.S. and abroad for the purpose of human consumption. I am proud to reintroduce this bill and work with Congressman Buchanan to put an end to this practice.”
Although the practice is currently illegal in the United States, the ban is temporary and subject to annual congressional review. Last year, Buchanan was instrumental in extending the temporary prohibition which was signed into law by President Trump. No federal law exists to prohibit the transport of horses across American borders for slaughter in Canada or Mexico.
More than 100,000 American horses are exported to Canadian and Mexican slaughterhouses each year, according to the U.S. Department of Agriculture. Those horses are butchered and then transported overseas for consumption in Japan, Italy and other countries. More than 90 percent of these horses were healthy and in good condition.
Federal lawmakers today introduced legislation to prevent the establishment of horse slaughter operations within the U.S., end the current export of American horses for slaughter abroad, and protect the public from consuming toxic horse meat. The Safeguard American Food Exports (SAFE) Act, H.R. 1942, was introduced by Reps. Frank Guinta (R-N.H.), Jan Schakowsky (D-Ill.), Vern Buchanan (R-Fla.), and Michelle Lujan Grisham (D-N.M.).
Last year, more than 140,000 American horses were slaughtered for human consumption in foreign countries. The animals often suffer long journeys to slaughter plants in Canada and Mexico without adequate food, water or rest. At the slaughterhouse, horses are brutally forced into a "kill box" and shot in the head with a captive bolt gun in an attempt to stun them before slaughter—a process that can be inaccurate due to the biology and nature of equines and result in animals sustaining repeated blows or remaining conscious during the kill process.
"For centuries, horses have embodied the spirit of American freedom and pride," said Rep. Guinta. "To that end, horses are not raised for food – permitting their transportation for the purposes of being slaughtered for human consumption is not consistent with our values and results in a dangerously toxic product. This bipartisan bill seeks to prevent and end the inhumane and dangerous process of transporting thousands of horses a year for food."
"Horses sent to slaughter are often subject to appalling, brutal treatment," said Rep. Schakowsky. "We must fight those practices. The SAFE Act of 2015 will ensure that these majestic animals are treated with the respect they deserve."
"The slaughter of horses for human consumption is an absolute travesty that must be stopped," said Rep. Buchanan. "This bipartisan measure will finally put an end to this barbaric practice."
"Horse slaughter is an inhumane practice that causes great pain and distress to the animals, and poses numerous environmental and food safety concerns," said Rep. Lujan Grisham.
"The vast majority of my constituents oppose horse slaughter. I'm proud to support the SAFE Act to ban this cruelty once and for all."
The SAFE Act would also protect consumers from dangerous American horse meat, which can be toxic to humans due to the unregulated administration of drugs to horses. Because horses are not raised for food, they are routinely given hundreds of toxic drugs and chemical treatments over their lifetimes that are prohibited by the U.S. Food and Drug Administration for use in animals intended for human consumption. Those drugs, although safe for horses, are potentially toxic to humans if consumed. In December 2014, the European Union (EU) announced its suspension of imports of horse meat from Mexico after a scathing audit of EU-certified Mexican horse slaughter plants, which kill tens of thousands of American horses each year. Additionally, the discovery of horse meat in beef products in Europe shocked consumers and raised concerns about the potential impact on American food industries.

The ban on spending taxpayer dollars to inspect Horse Slaughter will remain the law through the end of the fiscal year; September 30, 2015. With President Obama signing the $1.1 trillion omnibus spending bill, the United States will continue to forbid the domestic slaughter of horses for human consumption.
The language specifically bans the use of federal funding for inspections at such facilities, maintaining the de facto ban on domestic horse slaughter and saving taxpayer dollars, and thwarts efforts in at least three states to start killing horses on U.S. soil for export to foreign nations.
Wayne Pacelle, president and CEO of The Humane Society of the United States, said: “Time and again, the North American horse slaughter industry has proved itself to be reckless when it comes to matters of food safety and animal welfare. Americans do not eat horses, nor do they want them suffering in long-distance transport and in inhumane slaughter plants so they can end up on a foreign dinner plate.”
Earlier this month, the European Commission decided to suspend horsemeat imports from Mexico due to food safety concerns. U.S. horses account for 87 percent of the horses slaughtered in Mexico for export to the EU and are regularly administered drugs and other substances over the course of their lives that are potentially toxic to humans. A recent audit conducted by the EU also noted issues with inhumane treatment of American horses in holding pens on U.S. soil and during transport to slaughter.
The omnibus spending bill included strong fund levels for enforcement of animal welfare and anti-wildlife trafficking programs, as well as helpful provisions to encourage more humane management of wild horses on public lands, development of alternatives to animal testing, and updated regulations on treatment of captive marine mammals. However, it also contained adverse provisions to benefit the gun lobby (restrictions on regulating the lead content of ammunition) and the farm lobby (restrictions on regulating greenhouse gas emissions from CAFOs and overseeing the beef check-off program).
The European Commission has implemented a conditional ban of the import of horsemeat from Mexico following a series of audits by the Food and Veterinary Office.
The audits consistently identified serious problems with the lack of traceability of horses slaughtered for EU export with origins in the United States and Mexico, particularly regarding veterinary medical treatment records. The most recent audit published on 4th December is a damning indictment of the horse slaughter industry and the Mexican authorities’ failure to rectify previously identified problems.
Although the ban has been introduced due to food safety concerns, animal protection group Humane Society International/Europe says the decision could potentially have a positive animal welfare impact in reducing the number of horses suffering in the Mexican slaughter pipeline. Dr. Joanna Swabe, HSI’s European Union executive director, welcomed the decision:
“Banning horsemeat imports from Mexico is long overdue. For years Humane Society International has repeatedly sounded the alarm about horsemeat entering the food chain that does not fully meet EU safety standards. As well as safeguarding EU consumer safety, closing our borders to horsemeat from these countries is important for animal welfare, too. Horse slaughter, regardless of which country it is in, is fraught with inherent cruelty.”
Currently 87 percent of the eligible horses slaughtered in Mexico for meat export to the EU originate from the U.S.; horses are not bred to be eaten in either the U.S. or Mexico. Additionally, the use of veterinary drugs such as phenylbutazone, banned for use in food animals, is widespread; mandatory lifetime medical record-keeping is non-existent in both countries.
As confirmed by the latest audit, the FVO has consistently found questionable the reliability and veracity of vendor statements about U.S. and Mexican horses’ treatment records, meaning such meat entering the EU could contain banned veterinary drugs. The FVO also confirmed HSI’s particular concerns regarding the very poor welfare conditions at export facilities located in the U.S., during transport from the U.S. to Mexico and at the slaughterhouses.
HSI acknowledges that the Commission is at last taking rigorous steps to protect EU consumer safety, but would like to see a moratorium covering Canada, Argentina, Brazil and Uruguay where similar traceability problems with horsemeat exports persist.

The theme of World Horse Welfare's conference this year was: What is the Value of Horses? A spirited debate took place on whether welfare would improve if horse slaughter were banned and what is essential for good horsemanship.
At last year's conference, Princess Anne* asked if horsemeat was a welfare solution, with her comments being widely discussed in the media afterwards.
In a new format for 2014, four equine enthusiasts were asked to argue for or against the statement:
‘Horse welfare would be improved if horse slaughter were banned’
Taking to the stage to air their opinions were international dressage rider Richard Davison, Professor Natalie Waren from the Royal (Dick) School of Veterinary Studies, Daily Mail columnist Liz Jones and Peter Webbon, former chief executive of the Animal Health Trust.
The key message from those who agreed with ending the slaughter of horses for meat was an emotional one – claiming we owe our equines a “debt of gratitude”.
Immoral and abhorrent
“Euthanasia is very different to slaughtering horses in an abattoir,” said Liz Jones. “It isn’t doing horses justice – we owe them a great deal of gratitude and that isn’t about getting them into the food chain. It’s a moral question – and to me it’s completely immoral and abhorrent.”
However, Peter Webbon stated the fate of the carcass – whether it was cremated, rendered or entered the food chain – is “totally irrelevant to animal welfare”.
“But anything that encourages people to have horses slaughtered without undue delay or long journeys to the slaughter house would improve welfare,” he said.
Professor Natalie Waren agreed once the animal is dead there is “neutral welfare”, but said there is no evidence that industrial slaughter is good for animal welfare.
“It’s about the quality of the animal’s last few moments,” she argued. “We do not want to objectify the horses we enjoy and that have a place in our hearts, which gives them special value.”
Richard questioned the wording of the statement, declaring the debate should be about how slaughter or euthanasia can be conducted in a more humane way.
“If you remain, like me, open minded about this you can not support this motion, as it is worded,” he said. “Abandoning slaughter won’t improve horses’ welfare. Before we consider a ban we need to look at improving methods and the conditions they are subjected to during slaughter.”
It was also argued those horses currently neglected and abandoned, would have a market value.
“Owners of these horses would be prepared to take them for slaughter, so they are no longer suffering,” said Peter. “But we need to change conditions of slaughter.”
However, Natalie raised concerns that slaughtering horses for meat would encourage the breeding of low-value horses.
“Indiscriminate breeding of poor value horses leads to neglect and abandoning, we don’t want to end up encouraging that and rewarding it by allowing slaughter as an easy option,” she said.
"If we open doors to say slaughter is the answer we are doing a disservice to a wonderful animal. In my eyes they have more value than commercially produced pig. Horses are special to us, let's keep it that way.”

*Princess Anne is the current president of World Horse Welfare, which was founded in 1927 as a campaigning organization to prevent the export of live British horses for slaughter. Despite all their welfare advocacy, the organization does not campaign against horse slaughter and the eating of horsemeat.
The EU said today it has tightened rules to prevent horsemeat inadvertantly or fraudulently ending up in food across the bloc and avoid a repeat of last year’s scandal.
The European Commission said revised rules will require all horses before their first birthdays to be implanted with microchips, a kind of passport that must now be entered into centralised databases in all 28 member states.
“The introduction of a compulsory centralised database in all member states will assist the competent authorities to better control the issuance of the passports by different passport issuing bodies,” the Commission, the European Union’s executive arm, said in a statement.
Not all countries, particularly Britain and Sweden, had such databases, EU sources said.
Under the new rules, all horses born after July 1, 2009 will also have to have microchips implanted in them. The new regulations will take effect in January 2016, while countries that do not have centralised databases will have until July 2016 to set one up, the Commission said.
The chips will serve as a medical record that would reveal whether a horse has been treated with bute or other medicines that disqualify the animal to be used for food consumption.
“As promised, this is another lesson drawn from last year’s horse meat fraud: the rules endorsed by the member states will strengthen the horse passport system in place,” EU Health Commissioner Tonio Borg said.
“I believe that closer cooperation will enhance the safeguards which prevent non-food quality horse meat from ending up on our plates,” he said.
The scandal started in January last year, when beefburgers sold in several British and Irish supermarket chains were found to contain horsemeat, before spreading to more than a dozen other countries.
Thousands of DNA tests on European beef products showed more than 4.5 percent were tainted with horsemeat after cases across Europe sparked consumer outrage and forced companies into costly product recalls.
A separate test of horse carcasses showed just over 0.5 percent were positive for phenylbutazone, a painkiller for horses potentially harmful to humans.
Borg and other officials insisted last year the core problem was one of fraud – horsemeat being passed off as beef – and not food safety.

It’s official. The controversial horse slaughterhouse in New Mexico will not be opening. “I think it’s just time to stop and see what will happen now,” said Valley Meat Owner Rick De Los Santos.
For almost four years, De Los Santos has been trying to slaughter horses for food. He’s faced court battles from animal rights groups and the Attorney General along with federal push back. Earlier this year the President signed a bill to stop funding horse slaughterhouse inspections until 2016.
Friday, De Le Santos told KRQE News 13 the fight is over. “It really is at this point at the end of that business in Roswell by them,” said Valley Meat Attorney A. Blair Dunn. On Thursday, Dunn submitted a letter to the New Mexico Environmental Department withdrawing the plant’s application for a ground water discharge permit.
The permit, which would allow the plant to discharge animal waste, is a must for the plant to operate. Blair claims the department strung them along for seven months, never saying no the permit, but never saying yes either.
“They’ve been telling us well we need a 30-day extension, we need 45 days, we need 60, we cant make a decision right now,” said De Los Santos.
The letter states the inability of the Secretary to make a decision has contributed to the destruction of Valley Meat’s lawful business. Valley Meet also claims the Attorney General’s office played a big role in the slaughterhouse closure and Dunn says there’s a good chance they’ll sue the state because of it.
Animal activists say they’re happy the horse slaughter fight is ending. “It’s great news for New Mexico,” said Laura Bonar with Animal Protection of New Mexico. “Horse slaughter is cruel, horse slaughter is dangerous and horse slaughter is not supported by Americans.”
